What Is a Delivery Challan and Why Does It Matter?

A Delivery Challan is the document that moves goods without necessarily billing for them right away — it's what covers you when you're sending samples to a client, shifting stock between your own branches, sending machinery out for repair, or dispatching goods on an approval basis. Under GST rules, a challan travels with the vehicle alongside (or sometimes instead of) a tax invoice, and it typically records the consignor, consignee, item description, HSN codes, quantity, and the reason for movement — job work, returnable packing, sample, or stock transfer.

Getting the reason for movement wrong, or leaving it blank, is one of the most common reasons goods get held up at a check post. FleetSetu's Delivery Challan Generator gives you the standard fields already in place, so every challan you print is complete, consistent, and ready to travel with your shipment.

Before You Hit Generate — Read This

A Delivery Challan carries just as much weight as an invoice when goods are on the move — one vague field can cost you hours at a check post. Here's what experienced dispatchers and transporters double-check every single time, before and after creating a challan. Tap any tip to see a real example.

1Before You Create the Challan

Nail Down the "Reason for Transportation"

State clearly why the goods are moving — job work, sample, returnable, or stock transfer. Never leave it vague.

+

Real example: A Ludhiana machine parts supplier sent a batch out for job-work repair with the reason simply marked "goods movement" — the check post officer couldn't tell it apart from a disguised sale, and the vehicle sat there for three hours while the owner explained on the phone.

Match the Declared Value to What's Actually Moving

Even without a tax invoice, the value on your challan matters — it decides your E-Way Bill threshold and your insurance claim if something goes wrong in transit.

+

Real example: A textile trader declared a nominal ₹500 on a challan carrying ₹40,000 worth of fabric samples. When the shipment was damaged in transit, the insurance payout was based on the declared value on the challan, not the real worth of the goods.

Double-Check If You Still Need an E-Way Bill

A challan without a tax invoice doesn't exempt you from E-Way Bill rules once the consignment value crosses the threshold.

+

Real example: A first-time exporter assumed a "Not for Sale" challan meant no E-Way Bill was needed — it didn't, and the vehicle was stopped for missing paperwork despite the challan itself being perfectly filled out.

Keep Challan Numbers Sequential and Traceable

Don't skip or reuse challan numbers — auditors read gaps as red flags, even when nothing went wrong.

+

Real example: A Pune fabricator's challans jumped from #114 straight to #119 during a busy week. Nothing was actually wrong, but explaining the gap to an auditor months later took longer than the original dispatch.

Mark Returnable Items Clearly as "Returnable"

Goods going out for trial, testing, or exhibition need to say so on the challan, or they read as a completed sale.

+

Real example: Equipment sent to a client "on trial" without marking the challan as returnable was later treated as a completed sale during GST reconciliation, forcing the supplier to issue a credit note just to undo the confusion.

2After You Create the Challan

Send a Copy to the Receiving End Immediately

Don't wait for the truck to arrive. WhatsApp or email the challan to the receiving branch or client the moment it's generated.

+

Real example: A stock transfer challan between two warehouses arrived a day after the truck did because it was emailed instead of messaged instantly — the receiving team had to hold the goods at the gate until someone could confirm what was actually inside.

Pair It With the E-Way Bill, Not a Separate Folder

Keep the challan and its E-Way Bill filed together from the start, not in two different places.

+

Real example: Keeping challans and E-Way Bills in separate folders is how businesses end up unable to produce a matching pair quickly when a transporter calls mid-route asking which document belongs to which vehicle.

Track Returnable Goods Against the Challan Number

When items are meant to come back, tag the return shipment to the exact challan number that sent them out.

+

Real example: Tools and dies sent out on a returnable challan are easy to lose track of — without matching the return to the original challan number, businesses often discover months later that equipment never actually came back.

Convert to a Tax Invoice Promptly Where Required

A "sale on approval" challan that turns into an actual sale needs a proper tax invoice raised within the applicable window.

+

Real example: Delaying the invoice after a trial converts to a sale is one of the most common reasons GST returns don't reconcile cleanly at quarter-end.

File It With the Trip It Belongs To

Link every challan back to the specific trip, vehicle, and driver that carried it.

+

Real example: A challan sitting disconnected from its trip record makes it hard to answer a simple question months later: which vehicle, which driver, which date did this actually move on?
